I've heard that people link to other blogs to increase traffic. How to do that? And how do you choose which blog you should link to?

There are no hard and fast rules.
Some say that you should only link to blogs on the same topic as your own (if your blog has a topic that is). Another school of thought is just link to what ever random thing you like.
You may see that some people have a 'blogroll' of other blogs that they like and visit often, or you can leave a comment on other people's blogs.
Some people spam other blogs with the sole intention of getting a link, but this is not recommended. Contributing ideas and worthwhile comments to the blogosphere is a better idea IMHO.

Just to be clear, your blog will not see an increase in trafic if you link to someone else's blog. You want other blogs to link to you. Tha is how you get more traffic
Look/ search for blogs that are related with your topics then exchange links with them..

i agree, it's more of promotion than traffic increase, the more you make your blog appear on other sites, the more you atrract them to see your blog. try to link to blog communities like blog catalog
